
About Lee-Anna
Ms. Otis is the Administrative Manager for the Vero Beach Regional Airport. She graduated from the University of Connecticut in 1996 with a Bachelor’s Degree in Liberal Arts and obtained her Paralegal Certificate from St. Joseph’s College in West Hartford, Connecticut, in 2001.
Prior to joining the Airport, Ms. Otis worked for twelve years at a Connecticut law firm, where she served as a Legal Assistant, Billing Auditor, and Paralegal for the firm’s Labor and Employment Team. She also has seven (7) years of experience in Surgical Services Administration at Middlesex Hospital, where her responsibilities included coordinating staff schedules, processing payroll for more than 75 employees, managing the Department of Surgery Fund, and co-creating programs for Academic Observers and Physician Assistants. She brings extensive legal, administrative, and organizational experience to the Airport team.
As Administrative Manager, Ms. Otis oversees the Airport’s leasing administration, including lease amendments, assignments, renewals, subleases, leasehold mortgages, and new lease agreements. She works with prospective lessees throughout the negotiation and leasing process and coordinates closely with the City Attorney’s Office, Planning, Public Works, and Finance to help ensure an efficient and compliant leasing process. Ms. Otis also supervises the Airport’s administrative office staff. In addition, she manages all Citrus Park Village Lease Agreements and License Agreements for the temporary use of Airport property and serves as the Airport’s Human Resources liaison and ADA contact.
Ms. Otis is currently pursuing the Certified Member (C.M.) designation through the American Association of Airport Executives (AAAE). The C.M. program is a comprehensive professional aviation management certification program designed to develop a broad understanding of the core functions of airport management, including airport operations, finance, regulatory requirements, and leadership. The designation demonstrates a commitment to continued professional development and advancement within the airport management profession.
